QSS/Mercurial are supposed to only remove CC, right? Not debuffs and such?

....Then how come in my last game, where I playing as Fizz, the enemy Draven was on multiple occasions able to use the item to remove my ult? I mean I know Chum the Waters comes with a slow, but it still irks me that Fizz is the odd one out in comparison to Zed/Fiora/Trundle/etc.
