Keybindings for skills and items nonresponsive until quitting and relogging

I just had to quit a ranked game and relog to fix a bug. I was trying to ward the river bush at level 1 and i couldn't get it to activate. I then was trying to leash blue and my E wouldn't activate. Spacebar to unlock/lock the screen worked but nothing else would including g and v for pings. I ended up relogging which fixed the problem but that started me off way behind and at one point I was level 6 when Annie was level 11. This possibly was the reason we lost (hard to say because no crystal ball) but worse yet, likely put me on the radar of leaver buster. Is there any known bug that causes this to happen and is there a chance of happening again?

This happened again and caused me to lose. I was level 1 against level 4 Irelia with ignite and she just cheesed me under tower. This is a recurring thing and needs to be resolved.

This has now occurred 3 times. How long does a support ticket typically take to get a response? I submitted a support ticket with a more detailed explanation of what happened, who I was playing, and what lead up to it but haven't received a response in a week.

I'm going to post in this every time it happens until I get a response from riot support. This time it was on Swain. There doesn't appear to be any reason for why it is happening because it is on different champions, different team sides, and different starting abilities.

This has now happened 3 more times. Once was in practice tool with Rammus and again with both Taric and Nasus. The time with Taric was unfixable with reloading so I tried playing through it and discovered some new things. When I tried to change my keybindings, nothing would register except key combinations (alt+E) and extra mouse buttons on the side of the mouse. Self cast works on abilities. It has now been 2 weeks since I reported this to Riot Support and I'm getting frustrated and impatient at this game breaking bug. The mods always say that resubmitting a support ticket only slows the response time by sending it to the back of the queue so just how long is this queue for it to take 2 weeks or more?
