[Particles] Illaoi - Illaoi E splash doesn't match with tentacle

When Illaoi's E tentacle extends without hitting a target, it leaves a splash of water on the ground. However if it hits a minion, even at point blank range, the tentacle stops, but a splash is still left along the full range the tentacle would have travelled.

Steps:

1. Use Illaoi E on minion, the closer the more visible this is
2. A splash will manifest where the tentacle never reached
