Locked screen - smooth camera movement bug simulates lag

It took me a while to realize this but I had smooth camera movement disabled and whenever I right-click to move or CS it seemed like I was lagging (Having a packet loss) or as if I was skipping frames and sometimes some weird thing would happen where my champ would shrink and regrow back to their original size. All the while I was having 0 MS issues and my FPS were sitting at 500 (no spiking at all). I just happen to enable smooth camera movement and it was completely gone.
