[Gameplay] - Custom item sets get an extra block named "Consumables" containing only a Control Ward

The extra block is added at the bottom of all custom item sets and can be found exclusively in-game, because it doesn't appear in the creator tool of the client.

How to replicate the bug: 1- Create a custom item set for any champion 2- Enter a game as that champion 3- Open the shop and scroll down until you find the last block

I think Riot Intentionally did this so people could remember the Control Ward, on Howling abyss it puts in Oracle's Extract on the bottom.

If it's done intentionally it's a bad design: all of my item sets contain Control Wards already, so I end up having an annoying extra block that gives me no benefit whatsoever.
