Setting the FPS doesn't actually SET the FPS, it sets the limit at which the FPS tops out at, so your computer doesn't waste computing power trying to render things smoother than what the limit is. If you're having some issues, try adjusting the settings, starting with shadows. Shadows are usually one of the most graphic intensive things, followed by particles, etc.
