Shop takes longer to open at the start of the game as Kayn

Whenever I play Kayn and load into the game to buy my starting items, the whole game freezes for about 2-3 seconds before the shop opens. It only seems to happen on Kayn and only for the first time I use the shop.

Granted, I have a lower end PC but no other champion I play makes me experience this. Is this an issue for others?
