So I thought if we bought a 1820 skin or higher we unlocked another skin or am I just crazy? I am not seeing any other skins being unlocked. Is it just a bug for the time or is it something I should put in a ticket for?

Yeah the free mystery gift for Legendary skin starts on the 23rd.
You probably should of re-read everything.
it's a bug you can submit a ticket but did you actively buy a lg skin while ignoring the bug "!" at the top of the client?

As lightdragoon88 mentioned, this event doesn't begin until the 23rd. If you have refund tokens, you can refund the skin and wait for the Legendary Snowball to begin!
