fix Viktor's laser graphic bug

it lands when the laser graphic itself doesnt touch you. It's wider then the laser, like how nid spear used to be. it's frustrating to be in the moment and dodge the laser completely and the damage magically still gets done to you. I say it like that because I DODGED the laser, just not the damage. Make the laser graphic fatter or nerf the width of the laser to its appropriate width. Doesn't make sense to nerf Nidalee's spear width to its graphic and base it on physics and not do that with Thresh hook or Viktor laser or xerath Q (hitting farther.)
