Urgot's basic attacks do not provide ANY energized stacks at all during his (W) Purge, despite applying on-hit effects and lifesteal and being unaffected by any kinds of spell vamp.

I think energized is on Attack and not On Hit (to prevent Rageblade Shenanigans) so that is why.
