Not getting cs I should be getting

This is not the first time and this started preseason 6. At first I thought I was just missing my cs but this is happening far too often. Especially since I started playing Poppy, noticing with the passive that minions I am clearly last hitting and neither shield nor income comes to me. It's very frustrating and weird to see Poppy last-hit then the shield just bounces off the dead minion, falls to the floor and I don't get cash.

This isn't just a lack of skill on my last-hitting and I've seen Youtubers that just... don't get the gold. It's very frustrating. Am I alone, here?
