client: game stops working at 100% loading screen

the game will load normally until it gets to 100% and then it becomes uncloseable even with task manager and the only way to fix it is to log out or restart. This happened to me like a week ago too and all i got was some generic bs nonsense reply when i submitted some support ticket so this time i even ran the crap hextech tool which seems to do nothing. This issue also evidently is years old why tf hasnt it been fixed. Like i cant be expected to stare at the loading wheel for the entirety of the load screen in case it stops spinning 1/30 times so i can log out and back in quick.
