was doing hexakill on TT when I scrolled over my wooglet witchcap an in the part of its passive that says it gives 25% bonus ap it is then followed by a green number denoting the amount of bonus ap being given(same as rabadons)but it was saying 0.

It's the same bug that was on Rabadon's Deathcap a while ago. It is a tooltip bug, and if you were to calculate it, you would have your bonus AP.
