Cannot select certain rune pages

I have 20 rune pages, but the dropdown only shows 9 on each scroll of the menu. The first page of the menu shows pages 1-9. The second shows 12-20. I cannot select pages 10-11 at all. This is in legacy client in new champ select only. Works fine in old select like ARAM.
