game never popped up?

The game never popped up to even load, I restarted and it said the same thing about game in progress, no reconnect option and there was no crash, the loading screen just never came up. when I restarted league a third time they had already remade. Edit: I did full screen so you could see that the second program that usually pops up on the taskbar never popped up at all I even looked at task manager
