  1. I'm not 100% sure that this is a bug but when he doesn't bring an ally with him his w is put on cool down. I'm not 100% sure this is a bug but it could be since you don't have anyone in you for the short time making it confusing why it goes off cool down

  2. If you eat a minion and then try to spit it out almost instantly it will put his w on cool down and wont spit out the minion so you have to wait the cool down for the minion to come out.

Yeah, wouldn't make sense for his W to go on cool-down after ulting. But maybe it's intended to prevent people from ulting in and saving someone with the Devour. Which would be kind of counterproductive to the fact that he is a support with a long range teleport.
