Issues with Good orbs?

So i'm genuinely concerned that the good orbs may be bugged (perhaps relating to you owning all champs) When I opened my second one and got the same summoner icon as earlier ( Ocean week fizz) I kind of laughed. I mean damn of all the things they can drop, "Champion shard, ward skin shard, or summoner icon" as If i got the same thing twice. But I just opened a third one and got the same icon again so now I'm really wondering if theirs an issue here. Sure I guess having all champs lowers the pool a bit but of all the summoner icons and ward skins I get the same thing 3 times? That seems a little fishy and may be worth looking into because those odds are pretty damn low.
