Upgrading Trinkets Bug? Maybe?

I'm honestly not sure if this is intended or not, especially since no one else is talking about it, but are trinkets supposed to go on cooldown immediately after upgrading them? I know if you get a different trinket and/or its upgrade it goes on CD, but if I have a item 3340 that's off CD, and upgrade it into item 3361, it seems weird to be punished for it. I'm not changing my strategy, I'm building further into it.
