No pop up on the left side and unable to scout opponents

I am never able to scout my opponents. A couple patches ago, I would be able to if I exited the game then reentered. However, after doing so, my pop up on the left which list all the origin and class comboes disappeared, and I cannot get it back, making the game unplayable
