Is that a way I can see how much ping I get in league before I join a game
I would like to know, I have been lagging randomly lately. any answer would be great.

Go into command prompt and do the following command
-ping 216.52.241.254 -t
The response should look something like this:
Reply from 216.52.241.254: bytes=32 time=[ping]ms TTL=[number]
I typically just create a custom game to check my ping beforehand. It's a fairly reasonable estimation a lot of the time.
