I've read the system requirements and my PC meets them all. I don't have a super high end PC mainly because I don't have the money at all. I was just wondering what should I put my settings to on OBS or if I should use xSplit My Twitch : http://www.twitch.tv/creativeseelf/profile

uh, looks fine I guess?

just test it out and see what fps you get. if it's below 30, not gonna watch the stream.

You could stream with that on decent settings, but it may not be able to handle rendering at multiple video settings.
