How to move up in bronze when all you get is feeders every game?

Well you personally gotta stop feeding, then try carry.
Understand that you belong there and your not climbing because you dont have the skill to do so
It doesn't matter if you are with feeders it's about you if you can't carry and win then it's about you not them. Try to practice alot get in to normals or just in a custom game and practice your kiteing , your combos , your last hits , stealing dragons you need to practice and don't call this elo hell cause it's not it's you that has to focus on your things and your games.
