Pantheon is an amazing jungler because of his very strong dueling and ganking potential early in the game. A fed panth can carry super hard (i have before), and he counters some tricky early game junglers. Relative experience/skill being equal, Pantheon will beat Lee Sin in fights at every stage of the game.

Bc of the cinderhulk, tanks are probably the best junglers right now (Sejuani definitely, Nautilus and Maokai maybe). However, the usual suspects are still really, really strong; Rek'Sai, J4, Pantheon, Vi, Lee Sin are all really solid picks. Besides Sejuani, the best jungler is probably Nidalee; she's absurdly mobile and hard to catch, can poke you to death and execute you at melee range, and can make your jungling a living hell. Pantheon can beat her, but you will need to ward out the wazoo; once she's out of your line of sight, you're not catching her
