Hotkey Optimization?

This may sound a bit odd, but ideally, I wanted to set "QWER" to "WERT" (so that in order to use a champions Q, I'd press W, etc., etc.), and then set items so that it would be Q+W,E,R,S,D,F,T, but it doesn't seem as if League allows for that (the closest thing is shift+w,e,r, but with the may that my hands are set up when I play league it's really awkward to hit shift+another key).

Is there anyway to set Q+x as a hot key, or am I going to have to settle with shift? If there isn't anyway to do it through League, is there another program that would allow me to do this? Preferably one that won't get me banned :^)
