What 16 champions should every beginner buy when they begin ranking?
This was what I'm working towards on my new level 30 account.
Keep in mind that these are not the absolute OP, FotM picks. Metas change, so I need 16 well-rounded champs that are viable across different seasons, or are never nerfed to the ground.

I'd replace Thresh with a harass support: Karma or Sona, ideally. Nothing wrong with Thresh, he just is a bit difficult to succeed with. Also, I'd buy Soraka and Annie, because they are cheap.
ADC, I'd replace Caitlyn with Jinx. Corki is already a safe ADC, and he has the added benefit of being what Ezreal isn't (AOE ratio). Not that Caitlyn isn't good, again, it's just that Caitlyn is basically only useful for being safe. I'd also grab Sivir and Ashe, because once again they are cheap.
tips for you to rank up faster than the avg joe take out jax and rumble replace with kayle, jungle take out lee put in kayle, mid take out zed put in lulu and annie, adc take out corki and ezreal put in graves lucian, support take out thresh put in lulu or annie. easy champions are better than relying on skillshots trust me.
Beginners should always start with what appeals to them the most. My first champion was 
and I just walked around and killed things and dove into towers.
Eventually I figured out that you generally don't play League like this, and learned the basics of how to play all the roles with him,

I would say personal preference trumps any standard picks, even if some champions are easier to learn than others. Just try different lanes, champs and roles to figure out what you like.

Agree on the adc part, they all have good mobility and good range so you wouldn't have to be a master at positioning to do well with them so yea..good for beginner.

Buy the 16 champions that you like to play and that _you _ know how to play well.
Don't buy the champions that other people play well.
I HIGHLY disrecommend almost every champion you mentioned. Most of those require higher amount of skill to use effectively. Someone that is working their way up to level 30 will have an easier time playing knowledge based champions (easy to play, point and click, little to no skillshots, harder to mess up) and concentrate of their environment (map, their positioning, CSing), than playing a skill oriented champion and having to worry about something else. Upon improving, they can switch some champions in there.
Ultimately it's up to the person playing to decide, personal factor is important too. Since I can't just come here, criticize and leave, here is what I think would be decent. Although, I'm probably missing some:

I know it doesn't seem like a super cool champion pool, but remember, this is not for you, it's for your newbie that just started playing League and is working his way to level 30 or to begin ranking. Higher success will occur, I tee it.
I would ditch lulu, nunu, 1 your other 2 junglers (i hate all 3 so your picks though), kayle, ez or corki (both are spell slingers and weak at the supper late game. ) supports are fine,
You said solo q not 5s. I feel like some of these picks are deigned around team play.
Replacement picks,
Top mao shy or hec jungle Vi and 1 legit cinderhulk champs, Nunu is useless without an AA champ to buff(they do die). mid Replace kayle with some kind of cc champ that does not need there ult as their only form. ADC kog jynx trist or maybe the new ashe (she not out yet but a possibility.)
