enemy hugging tower what should you do?

if my enemy laner is hugging tower what can i do if i know i cant dive him? I always run into this situation. I always roam if that is the case but if another lane is pushed i try to kill enemy jungler if i can, but i normally dont attempt it unless our jungler is on my side of the map.

that really depends on the situation, there are several options:

just be content with farming it out under little stress (and play laid back yourself, donßt get baited into overextending and giving up a kill)
play aggressive and bait the opponent jungler to attend to your overextending(only if you are certain you can handle it and have good enough vision)
roaming quickly river/jungle to get some visioncontrol if you have wards/trinket
roaming the long road to another lane/counterjungle (only if your jungler commits to it aswell)...though you should be fairly certain that it´ll gain you an advantage, otherwise you give up pressure for nothing
get a favourable recall without losing too many minions (if you want to fight an objective soonish or get a big objective-spike, as mostly the lane opponent will just hardpush the wave back and then shop himself)
