Riven or Gangplank?

GP has more presence but Riven snowballs way harder, gangplanks ult lets him catch up a little bit when losing lane too but a riven thats falling behind can have some trouble catching up. RIvens got a really low skill floor but one of the higher ceilings in the game. They both have different uses so its hard to compare which is best

It's funny that this is even a close comparison. Imagine this post b4 the rework.
