The thing about lifesteal is that on an ADC, you actually heal more for dealing more damage (crit, AS, AD) than from stacking more lifesteal.
For example, here are two builds, one focused on lifesteal, the other focused on maximized damage like a normal ADC build:

The lifesteal build would heal you for a maximum of ~320 HP/second without Q, and a maximum of ~525 HP/second with Q active.
The "standard" build would heal you for a maximum of ~210 HP/second without Q, and a maximum of ~395 HP/second with Q active.
The lifesteal build will out-heal the standard build by between 50 and 25%, but the standard build also deals almost 25 to 50% more damage, and healing for a slight amount more does not matter if your opponent is already dead (especially considering that the benefits of the lifesteal build decrease when Q is active, while the benefits of the standard build increase while Q is active).
