You want to go 21/9/0 masteries on him, usually. His early game is pretty weak, so play very safe early on. It's ok to be pushed to your turret, as Jax is one of the best champions at farming under tower.
There are only two offensive items that Jax needs:

. Triforce adds AD and AP to his kit, but more importantly adds a lot of burst from the sheen procs. BorK gives him sustain, insane attack speed, and awesome dueling potential. Some other options are

, but those shouldn't be your core items. After the two offensive items, build tank.
Before level six, you play very safe with Jax and probably want to avoid trading with your lane opponent. If they engage on you, leapstrike (Q) away (the yellow trinket upgrade is awesome on Jax, as you can Q over walls to wards); if they use a gapcloser on you, use your E to avoid the autoattacks and then either walk away or use leapstrike. You can end your E early to get the stun off; it takes some practice to get the timing right. Max your W (gives damage to the next auto or Q), so you can farm better under turret or sneak the occasional W on your lane opponent.
Once you hit level 6, you have access to a solid trading combo that's really hard to counter. The passive on the ult gives a burst of magic damage on every third autoattack, so here's what you do:
Autoattack minions twice (preferably last hits, so you don't push the wave), and if the enemy is in range, press W and leapstrike onto him + autoattack. If you have a sheen at this point, that should burst him for at least 1/3 of their health. You can then use E (dodge) to get away or commit to the kill, but don't go too ham and allow them to trade damage back. After you use this combo two or three times, you have probably either killed them or forced them out of lane.
If you decide to commit HARD to a kill, or are getting engaged on by a gank, don't be afraid to use your R active early (gives him extra tankiness). Like Alistar's Ult, it's most effective before you lose most of your health, and it has a pretty short cooldown.
Late in the game, Jax is one of the best split pushers in the game. If your lane opponent leaves for any reason while the wave is pushed to his tower, you should make him pay for it. Try to put a couple wards in the enemy jungle to watch for goon squads, and push top all day long, using teleport to join the team when they desperately need you.
Teamfighting is a little trickier, as you can die pretty easily if you are being focused. Jax is meant to be an anti-carry, so try to focus the enemy ADC and kill them ASAP, but try not to be the initiator- you will quickly die.
The biggest skill of using Jax is knowing when to use your Q; for example, if you use it to jump onto a Lucian, he can use his dash to get distance on you and suddenly you are being kited to death. When at all possible, try to get your target to use their escape tool (or wait for them to blow that CD), and then jump on them. Oftentimes, you can walk close to an ADC, use your E to force them to dash away, and then jump on them with Q right as the E ends to stun them.
It takes a lot of practice to get good at Jax, so don't get discouraged! Farming safely early on is crucial, so try not to force fights early. Good luck :)
