How do I deal with someone who stays behind minions?

I've seen this as early as Silver elo and I don't think I can move up if I cannot deal with this.

Specifically I came to realize I had trouble against this when I played Braum(Me) + Draven vs Caitlyn + Bard. Bard would just throw out his stun and it would hit through minions. Caitlyn had a higher autoattack range than Draven so he was being really passive. I tried to push in to land anything on Cait but I just got poked down. Apart from their Bard being a good player, Caitlyn staying behind minions was detrimental as well. Any tips? :)

A farm lane is a farm lane.

If their Caitlyn just wants to stand behind minions and farm, then Draven can also stand behind minions and farm. You can just camp the bush and throw down if anything dangerous actually happens.

Draven scales better than Cait does with farm anyway.

Yup, that's the definition of a farm lane. The number one tool you need to utilize in this style of fighting is patience. But one ADC who thrives in this environment is MissFortune . And if you want supports who can poke from within a minion wave without damaging the wave are the following champions: Janna Nami Taric Sona . If you see any one the above listed champions you should expect them to play this way.

Now if you want to go on the offensive you have a very small window to do it in. You need to shove the minion wave at level 1. Usually after you kill about 7 minions you should hit level 2. You now have about 10-15 seconds to make a move on them. You have 4 abilities to their 2. Abuse this window.

In that lane where theres nobody trying to kill, the best thing to do is to freeze lane near your tower so you dont get ganked, and just farm until mid/lategame.

Just let Draven farm and try not to take too much harass. That lane has zero kill potential unless you guys get hit by a ton of poke. The only time I would bother being aggressive in that lane is if they get into a position where I could W hop to a minion right on them for a free Q. Outside of that just play defensive and let Draven scale harder than her and profit.

move around it play angles and especially if they are silver players always be predicting the miss step because they WILL do it plenty amount of times.

Constantly try to flank them using the bushes or just moving from the side of the minion wave , wait for gaps on the creep wave and quickly abuse them by landing skills shots through them, your opponent wont be able to react to targons shield minion execution followed by a relatively fast skill shot like braums q.
