do you need to get through more armor? cleaver don't need to? triforce ezpz
Depends on situations both items can have an advantage over the other.
is good for when your team has many ad damage sources or when the other team is composed of tanky champs. This will allow your ad damage sources do more damage or it'll shred the armour of their tanks so you can actually do damage.
is useful when the other team is full of squishies so buying "tons of damage" here will let you do tons of damage on the other team and make ganks easier.
BC/Bork if you want to melt tanks and peel for your carry. TF if you want to maximize your burst and mobility.

I haven't played Vi seriously in a while, but BC would be better if you take a tankier route and want to help your team deal more damage, while triforce would be for a more damage-heavy build. Buying both would be nice but you can't always do that
