You can decide based on what's happening around the map. If it's dead and you're not going to lose much farm, waitings not an issue. But you're better off not missing even 5 creeps because of a bad recall time. Work on being proactive in your voluntary recalls. If you could have waited in lane and farmed it out, you should have. If you were forced out of lane to heal, get back to lane asap after you've healed. settle for a lesser item if you've got the gold and need to build it eventually, ie a pick axe instead of bf sword. You'll have more damage to farm faster, and have an easier time getting enough gold for the bigger item for your next back. The other reason to go back out asap is because when you're forced out of lane, it probably means your opponent is pushing in to your tower. That tower is going to steal a lot of gold and experience away from you while you're waiting in your base.
