Flat or Scaling defense runes? (Leona)

For quintessence and seals, is it better to go flat or scaling defense as support? Was thinking to use 9x red armor/magic penetration and 9x blue flat MR as well.

Feel free to add in any other opinions or suggestions regarding the rune build.

Scaling blues are often better for support leona since bot lane offers very little magic damage early game and they will scale better later in the game for team fights.

Flat armour quints, marks, blues, yellows is the only proper set up. E and level one and using it on cooldown is the only proper play style.
