Generic bot lane runes 4/5/21 Masteries, having 10% CDR from the start. Second tier support item->Sightstone->Boots of Speed->Depends on situation (typically Frozen Heart). Define viable. His in lane presence sucks but his team fights are godly. His CC and utility is amazing but he's going to be so far in the front lines/enemy back lines that he can't use his utility to defend his ADC. As a "Support", he sucks. As a fill in for a support, he passes well if someone else can play defensive peel for Malphite.

If your carry is 100% in need of a support that can help him with everything, then Malph is not your guy. Kog and Malph does no work, because he provides pretty much nothing as far as pre 6 goes, other than his slow that can leave him oom with ease. If it is a carry that can somewhat fend for himself ( Caitlyn is one of the best examples. She needs a support, but not in the same level of need like Ashe or Kog. She has range and a escape) then Malph support is more then viable. Once you have level 6 it will always be a kill. Ult, E and Q and give your carry a kill.
