I main wukong Jungle if you want to test that out.
E > W > Q then prioritize R>E>Q>W
Get a good leash at gromp and use your clone to tank damage for you while you farm the jungle.
Get Chilling smite Warrior and boots of speed. Then rush Black cleaver, and build either Last Whisper if you're ahead or tank (randuins or banshee's) if you're behind.
If you're feeling ballsy, gank at level 4. Use your W in a bush to sneak up on someone. E and Q opponent for massive burst damage.
When you're level 6, E>Q>R botlane and mid lane if they over extend.
Dominate teamfights with your Black Cleaver empowered Ult and win games by the 30 minute mark.
If you dont want to jungle, just do what everyone else on this thread already said. they got the right idea.
Max R > Q > E > W
E is to go in Q is for damage R is for CC in teamfights W is for hilarious jukes
Alright, as far as maxing order goes:
Always max E, always. It gives the most damage, and maxing it gives great waveclear, whether in the top lane or the jungle.
In the jungle, you won't really be able to gank early, as you get very low from your first clear, so you should just farm till 6 unless an amazing opportunity presents itself. In the top lane, you can be a lane bully against the right matchups, the standard trade is E > auto > Q as an auto reset > W away. This trade is almost impossible to out-trade, and is a great harass tool.
Your build can go two ways, either as a tanky bruiser: Black Cleaver > full tank, or assassin(my preferred build): Black Cleaver > Last Whisper > Mobi boots > tanky. If you're in the Jungle, just add a Warrior enchant on a Trailblazer to the beginning of the build.
In teamfights, your role will change based on your build, if you went tanky, you should try and be a frontline for your team, and peel for your damage carries. If you chose assassin, you should wait on the outside of the fight, and when you see an opening, W in and combo + ult the enemy carries. This usually wins the teamfight if you can get at least 2 people of the enemy team in your ult.

I hope this helps you out! Wukong is a lot of fun, I'm sure you'll find success with him
max E then Q then W and R at 11 and 16
Your lvl 11 is pretty big for you ult
i recommend 2 dorans into hydra then build a lw and yommus but I like playing wukong as a hard assassin.
Try to use your W as more of a bullet monkey, while jukes can be very effective wasting it can get you killed...remember your W can stop any skill shot from hitting you and if timed right, can stop things like zed ult or even summoner spells.
I think wu is better top than jg because of his lvl 2 powerspike. Oh and never max Q, even if they're stacking armor it just means that they wont have bought the health to go with that wardens and chain vest.
The reason I prefer damage over tank is because if you DO get a 5 man ult, the 4.4 ratio isn't going to do much if all you have is a hydra.
