How do I play him and which lane does he go?

Corki is a marksmen with strong magic spells. You're supposed to build AD on him, his magic damage abilities scale with AD.
Most commonly played bot lane with a support. But Corki is pretty good as a solo laner too to be honest (more commonly played mid lane than top)
Corki has a decent early game, with a very powerful mid game. He falls off late game compared to most other ADC's.
The most common first big ticket item for Corki is Trinity Force, 
. Because Corki has low cooldowns and high burst damage abilities this item synergizes with his spell caster playstyle. Usually you'll follow this item up with bloodthirster 
or infinity edge 
. Every ADC build needs a last whisper 
when the enemy tanks build big armor items.
Magic penetration shoes 
are actually good on Corki with his ADC build. The standard berserk's greaves 
are fine too though.
