Surprisingly when I was in Bronze, he actually does seem to be. People will flash when they see his dazzle. Apparently targeted CC is too rare to be something people expect.

Also I love that he still has his armor Aura, even if it is ridiculously nerfed. And toplane Taric isn't horrible.
