How do I continue to climb?

I feel like i'm reaching a plateau if you will. I just transferred from LAN to NA. I was there and easily got gold V. So I came back and was placed in silver 2. I had a bad losing streak and went to silver 4. I took a break and came back. Now i'm almost silver 2 again. Thing is plays here are more calculated. The number 1 rule is to not die. I understand that much. And having vision of the map awareness is a big must. But my problem is I don't understand ratios all that well and dmg out put. And i'm actually learning how to counter build against my opponents. I really want to make it to gold. Does anyone have any advice on how I can improve? I main jungle. Vi or fiddlesticks is all I play. I do well almost every match but sometimes my teammates don't and I also heard if we lose, it's my fault. I could have done something to change the game. Is this true? BTW. I heard also that silver 2 is the hardest division to get out of..

make sure to always have a dragon by 7 minutes any champion can solo it at level 5+ (technically 3 but its hard)

I know that much. But I never know if we have enough control over the map sometimes. My last game they got first dragon when I was soloing because they all knew. I sweeped for wards didn't find anything. It must have been well place.. I ended up dying to a 4v1. Mid jungle and bot came.

As in, like, AP Ratios? What's to understand? It's elementary math. I don't get what you would be having trouble with...

As in someone said, "If a game is lost, it's the jungler's fault."? Dude, forget it. That's just some salty laner sauce.

No I mean. I hear I could have done something to make the game winnable. And like I'm talking about item scaling, and how each item works on each champion.
