I need help. I see all the time the players righting numbers, the timers, when Drake is killed or when one summoner spells is used. When and how should I use them (timers).

The timers are used to know when the buff will be back up next/when summoner spells are used. If you know that flash has a 300 second c/d (without the mastery or boot enchantment), if you see your lane partner flash, look at the clock and add 5 minutes to it to know when their flash will be up next. You can even communicate with your jungler and say, "Ahri flash 2:35" to let the jungler know that her flash is down until 7:35.

When you have the TAB menu up (scoreboard), it has the jungle timers at the top. They are only visible if you see the buff killed. So if your team kills dragon or dragon is visible when the enemy kills it, the timer will start and let you know when dragon is up again.

If you don't have vision of dragon, but you know that the enemy team killed it (either by seeing how many dragons the enemy team has on the TAB menu or you just see them gathering around dragon and then walking away, or you see your lane opponent with the gold highlight (that shows drag was killed) you can add 6 minutes to the game time to know when dragon will be back up. If I see my lane opponent get the dragon buff, I'll look at the clock and say (if it's 5:45 into the game), "Drag up at 11:45."
