Tier 1 and 2 runes had their prices reduced but I honestly would NOT worry about runes until you unlock the last tier. Having no runes gives you good practice on last hitting and realizing what your actual damage is going to be. As for gold, taking turrets will grant you a little bit but its pretty much CS=gold. As for your build never boots first, thats a total waste of gold. I understand it helps you dodge skillshots but spend some time expecting them and work on your positioning to stay behind minions while farming and then come back to lane with that zhonyas and youll notice you can bully your opponent out of lane, giving you once again more time to farm. Boots should normally be around your 3rd item IMO. I would suggest Zhonyas, voidstaff/rabadons (depends if the enemy is grabbing magic resist, if so then voidstaff second and rabadons 3rd. If not then Raba Dabba Ding Dong's Death cap 2nd) then boots.
