Ashe Build -- How Bad?
Would Muramana and Essence Reaver be on Ashe? Would I be reported?

Bloodthirster is far better than essence reaver. You really won't notice the extra mana regen if you have 1000 bonus mana. And if you have 1000 bonus mana you will not run out of mana if you just save muramana toggle for pvp.
Muramana would be questionable too but I say try it out. It's quite a powerful damage boost once completed for 2k gold. The problem is it sets your power back mid game. And to be completely honest you do not really need bonus mana on Ashe. You'd probably get more out of building standard IE/PD crit build.
Depends on ELO I guess but I agree on going the Infinity Edge/Phantom Dancer route. I'd only get Tear as a situational item in ARAM. As an ADC, IE/PD gives the most bang for the buck, while Bloodthirster, as Sohleks said, is a better fit than Essence Reaver.
I'd aim to start with a Doran's and get an IE, or start with Scepter and work towards BT.
Sadly, you'd probably be reported just for playing Ashe.
Is more an Ezreal item. Lets you throw Q forever in fights and remain healthy, but Ashe is a kite champion. You rely on your AA... you can build Muramana and ER but I honestly don't think it's worth it...
On Ashe, mana doesn't matter during midgame, and during early game if you use your spells right you will not usually have a problem. Muramana and Essense Reaver are not the best items for Ashe.
