Now that several top laners take smite as a summoner spell...
Watch or ward whichever buff your jungler doesn't start at. Collapse on them when they try to steal it for a free kill. Profit.

works every time. If they didn't start machete they'll clear it extremely slowly and take huge damage from the buff and die in pretty much 1 hit. If they started machete they'll at least be driven off (if not killed anyways) and lose lane hard since they burned 400 gold on an item thats useless in lane.
Honestly I would only smite Gromp for the buff if I'm playing a tank top with 
, and you don't need to kill it to get the buff (I think?), so the top laner could walk into the enemy jungle, smite it and walk back to lane without actually killing Gromp or spending much time in the jungle
Or play Shaco jungle. Take your blue, camp enemy red (unless they need leash, then camp whatever would be leashless). Profit. Get top laner to pink it when you come back to gank top and send them under tower. Repeat when they revive. Make them mad =P
