Swain, Fiora, or Jayce?
So I have 5731 IP should I spend it on
or save up for either
or
I main top and mid.

Enter the Swainger zone.
Nah but for real: Swain's an AP bruiser, Jayce is an AD carry with utility, and fiora is a melee-range murder machine that absolutely has to win lane, which means she can not get ganked, or she loses. I'd say since Jayce and Swain can both go either top or mid realistically, you're better off with one of them.
Swain's been looking pretty strong. Jayce just had a pretty heavy nerf. My personal opinion was that Jayce was very strong before the nerfs, I haven't played him since to test it out.
Since you gave absolutely no criteria besides "i play top/mid," I'm going with the flavor in my mouth right now, Swain.
I'd choose Jayce, but you be the better judge. Swain/Jayce.
Fiora A totally brainless champion. She is untargetable while casting ultimate, wtf. Pretty decent splitpusher/teamfighter as well. Easy to play, but she is a dumb champion. You absolutely have to stomp lane while playing Fiora, though. Sorry I do not play Fiora so that's that. I don't recommend her because she is "dumb", IMO.
Swain AP Bruiser. Ranged. Can top/mid but better top. Good teamfighter, I can say. He is not in the meta, and I think he's "sleeper OP". I recommend mastering him, since Swain is not commonly picked in Ranked. People won't find ways to deal with you because you're just so underplayed it doesn't matter. Losing one or two games against Swain? Well "SHAKE IT OFF SHAKE IT OFF OOH OOH OHH" (sry im 2 hyped). People won't find a way to counter an underplayed champion because the odds of them having to play against a (good) Swain again is very low, so whatever. But if they're getting stomped against commonly played champions such as Lee Sin, Zed, they will find a way to counter them. I know this sounds very vague but I hope you get what I mean.
Jayce AD. Ranged/melee. Can top/mid equally well (better mid IMO). Good teamfighter. Insane burst + poke if you can land skillshots. Not really in the meta, but still picked maybe 1 in 20 games? IDK. Can destroy turrets fast with W. One of his core items, muramana, is one of the best scaling items to late game, if not the best. I've been stomping mid as Jayce lately, so I'm planning to main him. His kit has too much to offer, IMO. Utility, crowd control, poke, burst. What the hell, right? His ranged W is going to get nerfed soon, but I'll probably continue to play him regardless.
I personally haven't played Swain or Fiora, but I can say a few things if you picked Jayce.
Jayce is like an AD caster, so during teamfights you won't be depending on your auto-attacks as much (or at all, excluding cannon W). And since Jayce is an AD caster, he's going to consume A LOT of mana during your laning phase and even outside of it.
However the mana consumption trades off for his awesome utility. He's one of the few champions who can have a speed boost, knockback, gapcloser, and a Nidalee Spear (Q + E in cannon form).
If you haven't played Jayce at all, you will fail badly in your first 2 or 3 games. You will feed your enemy laner and your teammates will yell at you. Then after that you start to improve and become a monster with him!
