Teemo or Gnar?

In a 1v1, Gnar is not super reliant on his autoattacks, especially in his Mega form, so Teemo's blind is not as effective. I don't have a ton of experience in this matchup, but I would say it would swing on whether or not Gnar can transform. Teemo's blind more or less cancels Mini Gnar's Hyper; Mini Gnar also doesn't have the range advantage that many other champions do. If Gnar CAN Mega, though, he becomes tanky enough to deal with Teemo's poisons, and gains the CC and raw damage to duel Teemo effectively. Also, although, the question was about 1v1s, it's worth noting that Gnar supports ganks much better. TL;DR: If Teemo harass Gnar freely and pick fights when Gnar is tired, he'll definitely win. If he can't, Gnar can duel him much more effectively.
Teemo is a huge lane bully, and Gnar has some trouble stopping him. Teemo is probably stronger earlier. Gnar has a much bigger level 6 offensive powerspike, and his teamfighting is far better than Teemo's. Lategame, Teemo can get blown up very easily, and his range is too short for significant poke. However, he offers a lot more map control, so he can stall games if allowed to. TL;DR: Teemo can bully Gnar really hard in the laning phase, but Gnar beats him in the late game, especially in teamfights.
Teemo is unambiguously much, much easier to play. He basically only has one combat skill, and it's point-and-click. Most of Teemo's skill is in his positioning; imagine you're Sivir, basically. (No escapes but a flash and a speed boost, short-range autoattacker.) But honestly, positioning is always important, so it's not like it's a mechanic. For Gnar, on the other hand, managing your Gnar Bar can be very hard, and it takes a lot of time to learn. You also have very exploitable windows of teamfight weakness when you're tired. Tl;DR: Teemo is easier. Gnar is harder.
Overall, I would say that Gnar is a safe pick, and Teemo is a counterpick. There are certain champions that Teemo destroys: Tryndamere, Master Yi, and other autoattack-dependent champions can't deal with his blind and his harassment. Against champions that can equal his poke and ignore his blind, like Jayce, Zed, and Pantheon, he gets deleted pretty hard. Gnar, on the other hand, is decent is more or less anything. Even if behind, he can build very tanky and is a CC powerhouse regardless of fedness. TL;DR: Gnar is good all-around, Teemo is irritating in most matchups and stomps a select few.
BONUS ROUND: ARAM! Both of these champions are great in ARAM. Teemo's harass really adds up in a map without healing, and there is no greater joy than killing someone with a shroomed health relics. Gnar is a great teamfighter, and hitting your ult stun is suuuuper easy on a map that's basically all walls.
Anyway, this is just my opinion. I don't main either of these champs or play them too much, but this is what I've assembled based on what I've seen in other games and what the champs look like they could do.
