Yeah she's strong. You will regret feeding her. But she feels teammate dependent; I don't like playing her. Has strengths and weaknesses.
Weak level 1-5, steep powercurve , she is stuck at basically 0 damage until a while later
she needs at least bf to do some decent damage
easy to dodge her W and evade her E
her R has a really obvious animation and a giant volcano thing, easy to flash or get out of the way
extremely scary late game
amazing range after maxing Q
her W scales pretty well, acts as a secondary CC
her passive gives her huge cleanup janitor potential
her ult is an execute
== Tl;DR she's fair.
I main her right now. She has very strong strengths (range, split-pushing, hard-cc, snipe potential, good AD scalings) with some not too hard hitting weaknesses (mobility, easily trapped, no hard harass).
She has one of the best win rates in the game right now, and she's the ADC 2nd most likely to get a pentakill.
Is she OP? Not really. As long as Lucian's kit still exists, I don't think there will be any justice in nerfing her. But she's really good.

avoid the former by getting up in her face or avoiding her entirely
abuse the latter by forcing her into unequal engagements (1v2, 2v3, etc) and landing skillshot CC on her since she has no 'o shit' button.
as a champion she's fine. she can be a hypercarry if she gets fed, but as with any squishy champion you can still beat her with burst damage and CC.
I used to main her and I had been stomping lanes 36/16 W/L in normals but people say normals are for retards so maybe my win rate is "fake".

She's just if your team knows how to peel, and if you can position well enough. Jinx + Janna = Perf.
