Buy IP boost and play intermediate bots. If you don't have RP to buy boosts, just play tons of Intermediate bots. You do get more IP from Normals ARAM is also a good way.

IP boost are a complete waste of money. If you're willing to spend real life money to get more IP, then purchasing the item directly with RP will end up being cheaper. Always take the sales into consideration.. ALWAYS. Lots of people have studied/tested IP boosts and they've always come out as "not worth it".

There's no special way to get more IP. The only way I can think of is willing every bot game to get more cash. Then again, bot games suck and you won't learn anything.
