hello everybody i bought a new laptop from best buy about a week ago (joke intended) its a AMD A6 6310 with AMD Radeon R4 Graphics 1.80 GHZ everybody told me i can play league decent on it but that seems to not be the case i would be playing from like 60-70 on all low settings then spikes down to 20-30 late game... i don't know why i've tried re-installing windows i have repaired league i dont know what to do

sounds like it is overheating. AMD is products are famous for getting hot.

The fact that it does play at 70 ish FPS proves that it can play league. You need to check the harware temp(with OS tools) and verify if getting to hot. If it is RMA it.
Try going to your control panel and configure the batteries settings to high performance. My laptop had slimier issues and this normally fixed it. you should be able to play at medium to high settings with your card and processor.
you may still need to update your graphics card drivers since its still new. Just google "drivers for AMD Radeon R4 " and make sure the one you get is the most up to date.

Does the game start normal, and 10-20 minutes later the frame rates decrease??? Does your mouse skip across the screen instead of being a fluid motion?? Does your computer have windows 8?
whats your specs? maybe your RAM is low or you're multi-tasking a lot
