Need thoughts on a game

Was playing leona support with a graves adc against a gangplank and a nami. Graves kept wanting me to jump on GP so he could dash and harass but I didnt want to and chose not to jump on him because he could orange out of my cc and he didnt want me jumping on nami so i didnt do much in lane. Was that the right decision or should I have just kept jumping on GP like he said.
