When is it right to play Rumble, and how?

Right now I am Silver IV and am currently trying to pick up Rumble so I have a good AP top laner, but every time I play Rumble I realize I picked myself into a bad matchup, then I proceed play the matchup horribly whether I get a good or bad matchup. So when I play Rumble, which champions am I good/bad against, and how should I play in certain matchups?

I have roughly around zero experience with Rumble, however a nice website to use for things like this is championselect.net . They have who he is strong against, weak against, goes even with, and goes well with among general tips and comments posted by peers with recently played games so you can look at team comps and item/rune builds. Here is Rumble's page: http://www.championselect.net/champions/rumble

Lane bullies are the biggest problem for Rumble most of the time. Champs like Yorick Darius Tryndamere XinZhao MonkeyKing Riven you have to be careful with. If they all in you early, you are in trouble. Rumble's kit is good enough for him to work around them if you don't extend very far.

Rumble can pretty much handle any lane but champs with a lot of damage and good mobility can make his life hard. The champs lugg said do pretty good against rumble but also renekton is really good against rumble. If you are having hard time just harass a bit with flamespitter and lasthit with harpoon. Shield poke and all ins as best you can and just farm for your liandrys/haunting guise. Hes really good in teamfights and his build can either be pretty tank or you can go for a lot of ap and just shred people with your ult.
