Is there some kind of newbie-ish board?
I played the game a long time back, but don't hardly remember anything about it. Don't really see any newb forums.

There isn't really a pro-forums, veteran forums or newbie forums. Just the forums. We are all as one here!
Not anymore ever since riot changed the forums to "boards". There used to be a forum section called "New Player Forums" which was the perfect place for newbies to come and ask their questions.
Make a thread in Boards Feedback about the lack of a newbie board.
In the meantime, you might benefit from looking at summoner school.
